On October 21st, Willard McCarty opened up a thread on The Humanist
listserv entitled "‘open' access?" in which he rightly pointed out the
“open access model" established by Oxford University Press is in fact far
from being anything of like "open," in the standard sense of the term,
since those who wish to publish their material there need to pay (and it is
also the case that full access to Oxford journals also required membership
or subscription fees). So, as Prof. McCarthy has rightly asked: what about
this can be called "open"? The question was taken up by Andrew Prescott,
who responded:
I share your concerns, but what strikes me more is how humanities scholars
seem largely to have failed to engage with the vigorous debate which has
taken place in the libraries and research council world, over precisely
these issues over the past couple of years. The upshot appears to be that
institutions are expected to manage these costs, but this message once
again does not seem to have penetrated as far as many senior arts faculty
managers. . . It is remarkable that humanities scholars are ignoring
fundamental debates about the future structure of scholarly communications.
. . . Likewise, the debates around the repository movement also seem to
have passed many scholars by—the way in which PhD theses for example are
now available very rapidly from repositories mean that the idea of the
first monograph, a traditional stepping stone in a young scholar's career,
is now becoming redundant, but we haven't revised our expectations. The
lesson of all this is to my mind is that we need to build much closer links
with the librarians who are at the coal face in mediating provision of
access to digital scholarship.

10月21日、ウィラード・マカーティー(Willard McCarty)は、The Humanist メー
リングリスト(*1)で「“オープン”アクセス?」と題するスレッドを立ち上げた。
そのなかで彼は、オクスフォード大学出版がつくった「オープンアクセスモデル」
(*2)は、実際には通常言うところの「オープン」とは程遠いものであるという、
それ自体としては正当な指摘をおこなった。というのも、そこで何かを[オープン
アクセスのコンテンツとして]公刊しようとする人は、そのための費用を負担しな
ければならないからである(そして、オクスフォードの学術誌にフルアクセスする
には、会員になるか講読費を払わなければならない)。そういうわけでマカーティー
教授は、「これのどこが“オープン”なんだろう」という当然の疑問を提示したの
である。これを受けてアンドリュー・プレスコット(Andrew Prescott)は次のよう
に反応した。
「私もあなたと同じように懸念している。だが、もっと気になるのは、図書館や学
術協議会の世界でここ数年、まさにこれらの問題に関して起っている活発な議論に、
人文学者たちがほとんど関与し損ねているように見えることだ。結論から言うと、
研究機関がこれらのコストを負担することが期待されているのに、その声はまたし
ても人文学部の上級管理職たちに届いていないようなのだ。…人文学者たちが、未
来の学術コミュニケーションの仕組みに関わる根本的な議論を見て見ぬふりしてい
るというのは驚きだ。…同様に、リポジトリ化の趨勢についての議論も多くの研究
者の横を素通りしているようだ。たとえば、博士論文は今はリポジトリからすぐに
入手可能だが、これは、若手研究者がキャリアを形成するための旧来からの手段で

I see this as a manifestation of a broader ongoing problem in the
development of DH, which also hearkens back to the message expressed by
Joe Raben in his keynote at DH2010 in which he bemoaned the fact that
despite the steadily-lengthening history of DH as a "field," and the rapid
proliferation of tools and mechanisms that could easily serve the purpose
for gathering, organizing, and publishing "new content," relatively little
responsibility seems to have been taken by humanities scholars to direct
and manage the publication of their own new content online. On one hand,
we turn the responsibility over to commercially oriented, non-scholarly
applications such as Wikipedia and Google. Or, on the other hand, to
traditionally high-priced publishers such as Oxford, Brill, TaylorFrancis,
and so on.

私はこれを、人文情報学の展開において今まさに起っているより広汎な問題のあら
われの一つと見ている。またこれは、ジョー・レイベン(Joe Raben)がDigital
Humanities 2010(*3)の全体講演で発したメッセージを思いおこさせるものである。
そのなかで彼は、人文情報学は「学術分野」として着実に歴史を重ねているにもか
かわらず、そしてデータを集積し、整理し、「新規コンテンツ」を発表するという
目的に手軽に資するツールや仕組みが急速に増加しているにもかかわらず、人文学
者たちは自分たちの新規コンテンツを方向づけし管理することについて、どちらか
というとあまり責任を持ってこなかったようだという事実を嘆いている。私たちは
一方で、その責任をウィキペディアやグーグルのような商業指向・非学術的な応用
技術に、あるいはまた一方で、オクスフォード、ブリル、テイラーフランシスのよ

If we compare the situation of the online publications new scholarly prose
content with that of the development of applications and methodologies for
corpus analysis, markup, databasing, aggregation—the more mechanical
aspects of this field — the difference is staggering. Every year at DH
conferences we see scores of presentations that discuss new tools and
methods, but next-generation scholars still have not, in great part, felt
the need, it seems, to get around to taking control of major new-content
projects. We digitize pre-existent corpora, yes, but we don't write and
publish new scholarly content in a way that takes advantage of the new
medium comprehensively and systematically.

学術的な新規文章コンテンツのオンライン出版の状況を、コーパス解析・マークアッ
プ・データベース化・資料集積(これらは、人文情報学分野のなかでもよりメカニ
カルな側面である)の発展と比較してみると、その較差に驚かされる。毎年人文情
報学の学術会議では、ツールや研究手法を論ずるきわめて多くの研究発表に出会う。
しかし、次世代を担う研究者たちは大部分、新規コンテンツプロジェクトを主導す
るために時間を割く必要をいまだ感じていないようだ。そう、確かに我々は既存の
コーパス群のデジタル化は行なっている。だが、新しいメディアの利点を包括的か
つ体系的に活かすやりかたで新規の学術コンテンツを書き、発表してはいないので
ある。

This situation is in some ways understandable, since the creation and
management of online new-content corpora, reference materials requires a
much higher level of foresight, management strategy, and sustainability
strategy than the creation of tools. And these are perhaps areas that have
been traditionally handled by publication houses, research centers, or
other larger university administrative units, rather than by scholars
themselves. With the business model of the major publishing houses coming
under dire threat in the age of the Internet, and given the possession by
publishing houses of the organizational and editing skills and personnel,
it is natural that the more forward-thinking among them will try to step
in and fill the gap left open by the scholars. But some of the prices that
we see being charged for online reference works, online bibliographies and
so forth are exorbitant (for example, the religious studies bibliographies
being developed by Brill and Oxford, which can range into the thousands of
dollars) — especially in view of the fact that a handful of dedicated
scholars with a modicum of skilled technical support could with relative
ease create a content system that would rival, and perhaps surpass the
coverage of such works.

こうした状況にあることはいくつかの点で理解できる。というのは、オンラインで
新規コンテンツのコーパスやリファレンス資料を作成し管理することには、ツール
類の作成と較べてずっと高いレベルの見通し、管理戦略、また持続可能性戦略が要
求されるからである。そして、これらの領域はおそらく、伝統的に出版社や研究機
関、あるいはその他大学の大規模な管理部門が研究者自身に代って取り扱ってきた
ものである。インターネットの時代、大手出版社のビジネスモデルは大きな脅威に
さらされており、また組織運営や編集のスキル、そして人材が出版社に保持されて
いることを考えると、彼らのなかでもより先進的な視野をもつ人々が介入し、研究
者たちが残した空白を埋めようとするのは当然のなりゆきと言える。だが、オンラ

Given the ease of creating free and truly open reference works with new
content management systems [CMS] and Wiki technology, it is not surprising
that Wikipedia has stepped in to fill up the open space. But does this mean
that scholars should take Wikipedia as their main platform for reference
information? It does seem that there are a fair number of scholars who
don't mind offering their time and energy to fill out the Wikipedia
entries in their field of expertise. But I personally do not think that
this is a very good way to utilize one's talents and knowledge. It would
be far better, it seems to me, to gather together scholars in one's own
field and build a reference work, or corpus of academic articles where
open and clearly documented peer-reviewage takes place, and where authors
are overtly credited for what they write (and on the other hand, made to
take responsibility for what they write). A scholar who is a leading
expert in his field should not have to spend endless hours dealing with
rewrites of his work by an anonymous 15-year old.

新しいコンテンツ管理システム[CMS]やウィキの技術を用いて、フリーで真にオー
プンなリファレンスを簡単に作成できるということを考えれば、ウィキペディアが
参入してその空白を埋めようとしたことは驚くにあたらない。しかしこれが、研究
者はウィキペディアをリファレンス情報のプラットフォームとして採用すべきだと
いう根拠となるだろうか。確かに、自らの専門分野に関するウィキペディアの記事
を埋めることに対して、時間とエネルギーを惜しまない研究者も結構いるようでは
ある。だが、私個人としては、それが彼らの才能と知識を活用する良いやりかたと
は思わない。オープンで明文化されたピアレビューが実行され、また著者がその著
作物について明示的にクレジットされるような(それは、同時に著作物について責
任を負う義務が生じるということでもある)場に研究者たちを集めてリファレンス
を作成するというのが、ずっと良いように私は思う。ある分野の主導的エキスパー
トたる研究者が、自分の記事を書き換える15歳の匿名ユーザーのお守りに際限もな
く時間を費すことなどは望ましくないはずだ。

It is indeed surprising to me that we did not see the rapid growth of
field-wide reference works, article collections, and other sorts of
related data-bodies from the very earliest moments of the WWWeb. For this
(as some may already know) was the first thing that came to my mind, and
is why I began to put the Digital Dictionary of Buddhism [DDB;
http://www.buddhism-dict.net/ddb ] online before the Web had been in
existence for a year. Since that time, after having made numerous
presentations of the DDB at various conferences and symposia, it still
surprises me to see that there are so few similar collaborative online
scholarly works that cover a specific field or subfield.

特定分野をカバーするリファレンスや学術論文コレクション、また、その他の関連
データ集が、ウェブ誕生からすぐの時期に急速な増加を見なかったというのは実に
驚きである。というのは、(すでにご存じの方もいるとおり)これこそ私がまず思
いついたことであり、ウェブが生まれて一年もしないうちにデジタル仏教辞典
(Digital Dictionary of Buddhism [DDB; http://www.buddhism-dict.net/ddb ])
をオンラインで公開し始めた理由だからである。それ以来、様々な学会やシンポジ
ウムでデジタル仏教辞典についての発表を何度もしてきたが、いまだに驚かされる
のは、特定の分野あるいはサブ分野をカバーするような、同種のオンラインの共同
学術研究成果が極めて少ないということである。

But on the other hand, almost 16 years after the birth of the Web, I am
happy to say that we are finally beginning to see some stirrings of the
recognition of the inevitability of fieldwide collaborative reference
works. At DH2011 in Stanford, I was delighted to see an excellent
presentation of the rapidly-growing Encyclopedia of Egyptology
( http://uee.ucla.edu/ ). In my own field of Buddhist studies, a
collaborative lexicographical project for Tibetan terminology is being
jointly taken up by SAT and the University of Hamburg; the Mangalam Center
in Berkeley ( http://www.mangalamresearch.org/ ) is also beginning to
develop a collaborative Sanskrit Buddhist terminological database. And the
research team led by Prof. Akira Saitō of the University of Tokyo has
recently put online its own Buddhist terminological database, the Bauddha
Kośa ( http://www.l.u-tokyo.ac.jp/intetsu/html/index.html ).

しかしその一方、ウェブ誕生からほぼ16年たった今、嬉しいことに、特定分野をカ
バーする共同作業にもとづいたリファレンスがどうしても必要であるという認識が
やっと巻き起り始めている。スタンフォードで開催されたDH2011(*4)では、急速
に成長しているエジプト学百科(Encyclopedia of Egyptology
http://uee.ucla.edu/ ])についての素晴しい発表を目にできたことを喜んで
いる。私自身の専門分野である仏教学では、チベット語術語レキシコンに関する共
同プロジェクトがSAT(*5)とハンブルク大学(*6)によって開始され、バークレー
のマンガラムセンター(Mangalam Center [ http://www.mangalamresearch.org/ ])
も共同作業によるサンスクリット仏教術語データベースの開発に乗り出している。
また、東京大学の斎藤明教授が主導する研究チームは先頃、独自の仏教術語データ
ベース「バウッダコーシャ」をオンラインで公開した

To what extent any of these projects will succeed in carrying out their
plans to a level where their lexicons actually become widely used remains
to be seen. But even once such projects develop, the transition to a final
phase of continued, self-sustained growth is a major hurdle that all
collaborative projects will have to learn how to deal with. As I have
explained in recent presentations made on the DDB project, figuring out
how to achieve self-sustainability was a major task of the project, and
one at which we have succeeded to some extent. I think that some version
of the DDB "carrot-and-stick" model will have to eventually be adopted by
other online reference works-in-progress.

これらのプロジェクトについては、レキシコンが実際に広く活用されるようなレベ
ルでの目標達成にどの程度成功するかどうかは、未知数である。だが、仮にこの種
のプロジェクトが発展していった場合でも、継続的で自立的に持続可能な成長とい
う最終局面への移行という大きなハードルへの対処法は、いかなる共同プロジェク
トであっても身につけていかなければならないだろう。私がDDBについて行なった最
近の発表で説明したとおり、いかにして自立的な持続性を勝ち取るかは重要なタス
クのひとつであり、私たちがある程度までの成功を収めた点でもある。DDBの採用す
る「アメとムチ」モデルは、なんらかの変形をともなって、現在進行中のオンライ
ンリファレンス構築作業にいずれ取り入れられることになるであろうと私は考えて
いる。

Our approach is like this: Having established ourselves as a major
reference work, scholars who work with Sinitic Buddhist texts simply
cannot avoid using the DDB for their research work. In order not to be
fully closed, and to allow the casual user the opportunity to look up a
Buddhist term here and there, we allow a small but reasonable amount of
fully open access—10 searches per day as "guest." But we assume that
anyone who needs to use the DDB more than that must be a professional
scholar or translator, which means that he must be (in most cases) also
capable of contributing some data from his own research. Thus, those who
want to have unlimited access must contribute something — at least the
equivalent of one A4 page of material for two full years of access. Isn't
that quite reasonable? There are, of course, certain exceptional cases
where someone needs access who is not really capable of contributing, in
which case we allow full access for a small fee. We also allow
institutional access by IP address for US $300 per year, which provides
our project with a bit of money to pay assistants, and to buy the
necessary books, hardware, and software required to continually develop
our project.

として確固たる地位を占めたとき、中国系の仏教文献を扱う研究者はDDBを研究活動
に利用せざるを得なくなる。DDBを完全に閉じたものとしないために、また、一時的
なユーザーに仏教術語をあれこれ検索する機会を与えるために、私たちは、“guest”
ユーザーとして一日あたり検索10回という、多くはないがほどほどの回数でのフル
アクセスを許容している。しかし私たちは、それ以上にDDBの利用を必要とするのは
専門の研究者あるいは翻訳者であろうと仮定している。これが意味するのは、その
ような利用者は(ほとんどの場合)自身の研究から何らかのデータをDDBに寄稿でき
るはずだ、ということである。そういうわけで、無制限のアクセス権を得ようとす
る人は、2年間のフルアクセスに対して少なくともA4一枚分相当の資料を寄稿しなけ
ればならないことになっている。これはお手頃と言えないだろうか?
もちろん、いくつかの例外もある。アクセスの必要はあっても本格的に寄稿する能
力がない利用者の場合、私たちは少額の利用料金でのフルアクセスを認めている。
私たちはまた、IPアドレスごとに年間300米ドルで機関単位のアクセスを認めてお
り、これによって私たちのプロジェクトは、作業補助者を雇ったり、必要な書籍や
継続的にプロジェクトを展開するのに要求されるハードウェア・ソフトウェアを購
入するためのお金をそこそこ手にすることができるのである。

I sincerely hope to see more groups of scholars get together in the
future, and attempt to build their own Wikis and web site, rather than
being forced to choose between the two extremes of Wikipedia and Oxford!

という両極端からの選択を迫られるのではなく、彼ら自身のウィキやウェブサイト
の構築に乗り出すことを切に望んでいる。

同時に、95年以来、電子佛教辞典をWeb上に公開し、世界中の研究者によるコラボ
